 Building 6120 Central Intel Support Center:

I called Jeff G and received the name if the locksmith who would be installing the new electronic Lock for a new windowless door , his name was David with David’s Locksmith. Later that day at around 1430 hours we meet at the site and I let David take a look at where the lock is to be installed and to further study the installation procedures for that particular piece of equipment. Later that day David called and stated that if he were to install the lock system the warranty would be void due to the fact he is not certified for that particular series of locks. He did however, provide a name to me , Mr. Tom Richards who is qualified and will be at the site tomorrow at 1300 hours- I Said I am very happy that David realized he was over his head and came through for us in a pinch.

 Main SCIF Building:

Met with Mr. Boss and Ms Shannon Moum to discuss the current and up coming events for the project they were very helpful.

 Down Range Main Gate:

Mr. Trinadad, second in command from the HQ building after Col. Ball, was very helpful in arranging passage for our subs and suppliers through the range gate and allowing access up the backside road towards the site.

Nortex A Team: Successfully placed  two coats for the replacement door, took down two sections of fence at the back corner of MIB so that American can begin the underground connections and tie-ins.

 Building 6120 Central Intel Support Center:

Locksmith: - Early this morning I called Mr. Tom Richards who is a qualified technician to install the series X90 electronic lock to confirm his arrival to the site at 1300 hours- he and an assistant would be there at that time. Prior to arriving the old window bearing door was removed by the Nortex A team and replaced with a freshly painted windowless door. Mr. Richards completed the job with the full approval of Mr. Dan Boss the Central Intelligence Security specialist and LTC. Donald R. Dunne. I later stated that a temporary pull handle will be installed to allow for easier access to the inside of the building.

Sub Activities’:

Nortex A Team: Purchased rebar this morning, our temporary labor force cut the pieces of rebar –they left the site shortly after 1600 hours. Layout for the exterior and interior footings also began. I took the liberty to try and see if concrete could be ordered for a late Friday placement – all the suppliers’ are booked solid through Saturday. I told Gus that all he needs to be sure he gets the footings laid out and excavated, then I would bring in some temp labor on Monday to place the concrete.

American: Completed the grubbing and grading for the new phase two MIC complex, and partially graded the parking area.

 Conversations:

Labor Ready: We will need to have about six more to the project on Friday.

Amtex: I called late this afternoon in regards to the position of the restrooms for unit B. I stated there seams to be some kind of conflict as to the position of the units restrooms. On some of the plans I see the units in the back which seem to be the oldest floor plans and yet the most recent show the restrooms on the hitch end – so I asked them which is it? They stated no one from Nortex gave them a definite as to the locations but that a signed off layout shows the restrooms on the back end of unit B. I stated I would get in touch with Jim Attrell on this matter.

Nortex A Team: Completed the layout of the interior and exterior footings, also the crew began the excavation of the interior footings – 50 % complete. 

American: Completed the initial grading of the parking area, and the new fence area behind the building. 

Labor Ready: Late this morning a labor crew arrived to the site and began to help in excavating the interior and exterior footings 

Conversations: 

Amtex: I called late this afternoon in regards to the position of the restrooms for unit B. I stated there seams to be some kind of conflict as to the position of the units restrooms. Therefore any concrete that is ordered from the local batch plant must be paid for in advance. I called the plant and scheduled an eight cu. yd. load for 1400 hours tomorrow.

 Camp Bullis PM – Shannon Moum: I contacted Ms. Moum in relating to whom we need to contact for the excavation permitting process. The information she gave me proved to be useful as I was to contact the local DPW folks at Fort Sam Houston. I contacted Mr. Carlos Herrera at 210.221.3144, he gave me directions to the facility – at which time I stated I would be there late Tuesday afternoon.

 American – Thad Blessing: Talked to the office in regards at to when he plans on delivering his site materials – he could not give me a definite. Also, I stated I am getting the ball rolling on the permitting.

I further stated that we will take all necessary precautions to avoid any Non-OSHA conforming issues.

 Nortex : My activities’ for the day dealt with calling in the excavation permit contacts and setting up a scheduled site visit for Wednesday next week due to time restraints with Ft. Stewart for Monday of next week, Ms. Moum was advised of the plans for the coming week. Later that Day I drove up to Dallas to meet up with Mike Lodes, at which time I had created a short abbreviated O&M for Ft. Stewart that will be delivered next Monday.

 Conversations:

 Fort Sam Houston – Attempted early this morning to obtain a Contractors Vehicle pass and Badge, I still needed to have Chief Moum to be able to sign off on the entry lists documents were faxed to her attention and I will see about obtaining the passes this coming Monday.

Nortex: Spent the morning with Camp Bullis Water Plant personnel Sean and Travis from American Excavating, we met at the site to help Sean understand how the existing utilities’ were installed for the Phase one project. Sean wants to have some kind of as builds drawn up and sent to their attention within the next few weeks. I stated that I would have something like that within that time frame. With that being said we now have all the required signatures for excavating to begin. Travis was not able to let me know when his trencher was going to be released, I stated he needs to give us notice and have a copy of the permit with him at all times. When I get into the Dallas office I will fax a copy of the permit to his office. Ms. Shannon Moum was given a final copy of the excavation permit for her final records.

Viking National Fence – Met with Mike Liserio estimator for the install of a perimeter fence contract that was awarded recently from the Camp. I will be faxing the sites general layout and recent relocations to his attention when I get into the Dallas office on Thursday.

Phase Two MIC Modularity Project:

7/6-7/2005: No Subcontractor’s on site to perform any work

 Conversations:

7/6/ 2005 0900 to 1100 hours

 CPS, Morland Electric - I had met individually with Mr. Todd Bowers’ and Mr. Floyd Brown as the topics pertained to bringing power to the new modular facility. Mr. Bowers’ took several field measurements at which point we agreed the power will be the same volts 240 as previously brought into buildings MIA and MIB respectively. Also, once the new line has been run from the nearest transformer two power poles will be installed at equal distances from one another (approximately 65 feet apart) and be placed outside the newly proposed fence line. Mr. Bowers also stated that he did indeed receive the faxed copy of our excavation permit but could not proceed with the finalization due to the lack of not having a final signature from Fort Sam Houston.

 After my meeting with Mr. Bowers’, I had the pleasure of talking Mr. Brown I stated that 240 will be brought to the MIC building. He stated that he would be able to balance the electrical requirements for the building and that the only other issue would be to swap the 208 HVAC legs to the 240 HVAC legs.

 Later that afternoon I met up with Mr. Carlos Herrera who provided the final authorization signature for the Excavation Permit. I faxed the permit to the Dallas office for transition to all involved parties’

 Nortex, Chief Moum – The Primary conversation for the meeting was that a change needed to be performed for the relocation of an ADA required ramp coming off of unit B for the new Modular building. We came to an agreement to have the Handicap Ramp placed on the uphill side of the building, and to install an Electronic Badge lock for the door. Doing so changes the prior “Exit Only” door to a Push/Pull Handicap Door.

8/22/2005 - No mobilization to the project has occurred since July 7, 2005. Our site contractor American Excavation will be onsite with equipment and manpower on 8/23/2005 to review utility layout and routing changes if any.

8/23/2005 - Please note that several changes in as far as the routing of utilities’ are concerned have been performed, the following routes are as follows: Telecom/ Data remain inside the fenced in area just north of the MIB modular building; the Telecom/Data concrete box will be approximately five feet outside the east fence line and approximately twenty to fifteen feet away from the MIC modular building; all new Sewer and Water lines are now being installed along the exterior north side of the fence line behind the MIB modular building - the lines should run east approximately ten feet north of the MIC modular building. 

We decided to place these utilities’ here due to the fact that the Camp anticipates the installation of another MID modular building just east of MIC now underway. Having these lines positioned where they are now provides easy access for future tie-ins.

American Comm: - Began rock trenching and sewer line tap for the new Modular MIC building approximately 45 feet had been trenched.

Travis – American Comm.: A signed copy of the new fire hydrant installation for MIC was transmitted to Travis for installation purposes. 

CPS - Upon arriving to the site the local power authority has already bored for the installation of the power poles. A phone message was left with our contact Mr. Bowers from CPS no return call was received to date.

Fort Sam Houston -  Chief Fire Inspector, Terry Davis : During the mid day 8/23/2005, I contacted Mr. Davis as it pertained to the installation location of a fire Hydrant for the MIC Modular building with Mr. Davis’s location and signature, all information was relayed to the appropriate parties’ for installation.

American Communications: - Continued rock trenching for both the sewer water and telecom/data lines for the new Modular MIC building approximately 65 % of trenching is completed.

Conversations:

Jeff Gilbertson – Nortex GSA Sales: A conversation was held as the topic related to the new parking lot location due to the installation of MID modular building. Jeff stated that He and Ms. Moum have agreed to rotate MID so that instead of placing the parking lot further away from the buildings we could install the paved areas closer to them. A detailed drawing is attached for consideration. This drawing will be faxed to Mr. Thad Blessing for cost changes, as it relates to his paving and culvert installation contract.

Date: Weeks of August 29, 2005 through September 02, 2005                    

Weather: Mostly hot dry weather the whole week

 

American Communications: - At the end of the week all sewer and water supply line have been installed 100 %.

 

The rock trencher broke down at the end of the week repairs are due to take about three days.

 

Conversations:

There is an approaching Hurricane coming into the Gulf Coast which may delay the delivery of the six floors for the building scheduled for September 16, 2005.

Date: Weeks of September 05 and 12, 2005

 

No site work performed due to Hurricane hitting the coast and having the Rock Trencher down for repairs.

 

The Rock Trencher has been repaired a part that was being shipped by UPS finally arrived, and the crews are back up and running. They are concentrating their efforts on the trenching and installation of the Data / Comm. and Concrete Vault Box. There were two days of weather delay due to heavy rains coming into the area.

 

The first two floors were picked up on Friday and are on the road to the site, the drivers will meet with Travis to help set them upon the hill.

Trenching continues in between the intermittent showers which have been very heavy at tines throughout the week. There have been three more floors delivered upon the hill, totaling five of six.

 

The driver for the last floor was told to park the unit in his yard, another Hurricane is coming into the Houston area and travel on the highway is now restricted.

 

Date: Week of September 26, 2005

 

Trenching and conduit installation is winding down, and the excavation/ trenching is 100 percent complete for the concrete vault which was installed late this week. Some additional trenching will be needed to bring the conduit to the building.

 

The last floor for the complex arrived 9/28/05, I asked the driver to rough set the units, the driver stated he could not because there was construction equipment and materials in the way. I called Travis to ask him for help in rough placing the units, we would need some heavy equipment, he stated he would see what he could do to help in this matter.

 

Date: Week of October 03, 2005

 

Setup crew of four men arrived onsite, we began ordering materials like blocking, shims, and skirting all which arrived onsite by the middle to later pat of the week. Our units were rough set on the building pad by midweek, and by the end of the week all the units have been successfully mated, blocked, lagged and partially leveled.

 

All interior subs were notified to be onsite at the beginning of next week to carry out their portions of the contract for the building. The electrical contractor arrived late this week on Thursday with two men to begin installing the MDP and Meter can onto unit F.

 

Date: Week of October 10, 2005

 

Floor Leveling of all the units was finalized during the middle part of this week, rough framing for skirting, the installation of skirting,  and cutting for vents and exterior trim pieces was complete 100% by the end of the week. Three two man teams arrived onsite early Monday, and Tuesday to begin fire, mass notification, and sprinkler system installations along with the electrical rough-ins for the building. The electrical should be around 80 %, Fire alarm/ Mass notification around 65%, and Fire Sprinkler at 68 % complete. A Plumber was hired late this week to perform connecting all the Sanitary and Water line connections - his work is at 90% complete.

 

Late in the week the local CPS power authority sent out a six man crew to install the transformer and power up the transformer, a crew should be out Monday to install the service meter and energize the building.

 

 

Date: Week of October 17, 2005

 

The site electrical services were energized mid Tuesday October 18, 2005, our Electrical Contractor worked on any small items that needed to be addressed. The scope and completion of their contract is now 100 percent. Our Plumbing Contractor arrived on site late Wednesday and worked into the mid day Thursday October 20, 2005 to perform the add for a Fire Riser, and finally connecting the Sewer and Water services to the building. A crew of three men from Nortex arrived onsite Tuesday to begin patch work at all mate lines and seams, during the later portion of the week Stucco began being applied. ZID Numbers were given to the Fire Alarm contractor for programming his system, the sprinkler sub should be complete this coming Wednesday

 

Site meetings showed that we are going to provide a price for the installation of a new traffic gate around the area of the site installed Fire Hydrant. Site plans and grade elevations were sent out to various contractors for the pricing of concrete stairs, landing, ramp, and railing.

 

 

Date: Week of October 17, 2005

 

All Electrical and Plumbing connections are now complete and 100 % up and running. Fire Alarm and Mass Notification is nearly a 95 % completion. We should be ready to obtain the ZID and Building 911 location values to have that information for programming the Monaco panel. Fort Sam Houston Fire inspector Terry Davis gave us the BT2 number as being 590, Fire is now 1565, Trouble will be 1566, and the Supervisory is 1567.

 

A three man stucco crew arrived on site Tuesday October 18, 2005 and completed the stucco work by the weekend. The setup crew continued work and completed the mate lines, wall patch work, and door adjustments for the building. A floor cleaning contractor has been contacted and proposal requested for cleaning and waxing the building in two weeks.

 

Conversations were had with 2nd LT Bettinger for site fencing realignment and correspondence was sent out and agreed upon. Mike Liserio was notified of the relocation and addition of and additional truck gate - his re-pricing should be forth coming but needs to include bush hogging the area.

The Fire, Mass Notification, and Sprinkler system are now 100 % energized charged and tested before contacting Terry Davis for his inspection to be performed on Tuesday November 01, 2005 at 1400 hours.

 

Contract RFP’s for site concrete finally came in and we have awarded the concrete and railing work to Choice Concrete out of Lewisville, Texas. They will be mobilizing to the site this coming November 1, 2005 and should be completed by November 5, 2005 with the concrete and railing will quickly follow.

The Fire Inspection division of Fort Sam Houston per Mr. Terry Davis has accepted the installed Fire Alarm, Mass Notification and pressurized Sprinkler Systems. A cleaning crew arrived onsite and through a great deal of cooperation finally cleaned all walls, doors, and partition’s two very thick coats of floor wax were placed throughout. Choice Concrete arrived onsite and completed the placement of thirty yards of concrete for stair walls, steps, ramps, and sidewalks. Metal work for the railing should be completed early next week.

 

A CO was added to Viking Fence contract for the fence line relocation. The base was notified this week that the partition curtain walls should be installed some time before Thanksgiving.
